Thais hope flooded factories back up in 3 months (Reuters)

BANGKOK (Reuters) ? Thailand hopes industrial estates swamped in its worst floods in half a century can be up and running within three months, the prime minister said on Monday, as the danger of central Bangkok being inundated appeared finally to have passed.

Nearly 400 people have been killed in months of floods that have disrupted the lives of more than 2 million, economic growth has been set back and global supply chains for Thai-made computer and auto parts thrown into disarray.

But inner Bangkok, protected by a network of dikes and sandbag walls, appeared to have escaped the deluge with peak tides on the Chao Phraya river due to pass on Monday, water levels falling upstream and clear weather setting in.

While the center of the capital remained dry with business mostly as usual, neighborhoods on the wrong side of the protective ring, especially to the north and west, and provinces to the north, have been swamped by deep, fetid flows.

The government is planning to spend 900 billion baht ($30 billion) on reconstruction, flood prevention and helping industry, a government minister said.

But in the meantime, anger is rising in hard-hit communities. Tension boiled over into skirmishes with police in some areas as villagers try to pull down flood barriers keeping water high in their communities but protecting the capital.

Saving central Bangkok from disaster would be a major victory for the government of Prime Minister Yingluck Shinawatra, a political novice who took over this year after an election that many Thais hoped would heal deep divisions.

Bangkok's 12 million people account for 41 percent of Thailand's gross domestic product.

ECONOMICALLY VITAL REGION

Another economically vital region is just north of Bangkok, in particular Pathum Thani and Ayutthaya provinces, which have been largely inundated for weeks.

Seven industrial estates that have sprung up over the last decade or two on what used to be the central plain's rice fields have been overcome by the exceptionally large volumes of water flowing down the Chao Phraya basin.

Yingluck said it should take three months to rehabilitate the industrial estates, where some foreign investors have built production hubs.

"We expect after the water recedes the industrial estates will recover within three months if we can release the water and recover the machinery quickly," Yingluck told reporters.

A resident of Pathum Thani province said the water level had fallen for the first time and was down about 5 cm (2 inches) on Monday, but was still nearly 1.5 meters (5 feet) deep.

Thailand is the second-largest exporter of computer hard drives and global prices are rising because of a flood-related shortage of major components used in personal computers.

Thailand is also Southeast Asia's main auto-parts maker and Japan's Honda Motor Co said car production in Thailand could be difficult in the second-half of its business year, which ends in March, because of the floods. Work at its Thai plant in Ayutthaya has been suspended indefinitely.

Yingluck said she had been in talks with Japanese investors and had assured them of steps to prevent a repeat of disaster from the annual rainy season.

"They are still confident to invest in Thailand but we have to invest in a long-term flood-protection plan," she said.

DANGER, DISEASE

Energy Minister Pichai Naripthaphan said the government expected a recovery plan would cost 900 billion baht ($30 billion), including 800 billion baht for an overhaul of the water-management system and 100 billion for the rehabilitation of industrial estates.

"Every crisis has an opportunity. We are studying how to rebuild the country's economy and competitiveness. We have studied models from several countries," Pichai told Reuters. "Solving the flood crisis is the main issue."

The president of South Korea's Samsung Electronics said at the weekend he expected Thailand's floods to hit the computer memory chip market further by hurting PC production until the first quarter of next year.

Honda said the interruption at its Thai plant was expected to disrupt car production in Indonesia, Vietnam and Pakistan, since it uses Thai parts in those countries.

The Bank of Thailand has nearly halved its projection of economic growth this year to 2.6 percent from July's 4.1 percent estimate, and said the economy -- Southeast Asia's second largest -- would shrink by 1.9 percent in the December quarter from the previous three months due to the floods.

The floods have destroyed 25 percent of the main rice crop in the world's largest rice exporter as they submerged four million acres (1.6 million hectares), an area roughly the size of Kuwait.

The floods were caused in part by unusually heavy monsoon rain falling on a low-lying region, but the weather has been largely clear for a week as the cooler dry season begins.

But the danger is far from over, with the run-off still flowing south and swamping new neighborhoods as fears of disease grow.

People living in Thonburi, on the west bank of the Chao Phraya, have been struggling in waist-deep water for days, as have those in suburbs and provinces to the north of Bangkok.

About 30 riot police were deployed in an area of Pathum Thani to maintain order after residents destroyed a barrier.

Yingluck assured flood victims in a Facebook message that they would be taken care of.

As well as a big risk of diarrhea and mosquito-borne diseases, skin infections are a major problem and in some areas, while hungry crocodiles have escaped from flooded farms and snakes searching for dry land have slithered into homes.

MONTGOMERY, Ala. ? The epicenter of the fight over the nation?s patchwork of immigration laws is not Arizona, which shares a border with Mexico and became a common site for boycotts. Nor was it any of the four states that were next to pass their own crackdowns.

No, the case that?s likely to be the first sorted out by the U.S. Supreme Court comes from this Deep South state, where the nation?s strictest immigration law has resurrected ugly images from Alabama?s days as the nation?s battleground for civil rights a half-century ago.

With the failure of Congress in recent years to pass comprehensive federal immigration legislation, Arizona, Georgia, Utah, South Carolina and Indiana have passed their own. But supporters and opponents alike agree none contained provisions as strict as those passed in Alabama, among them one that required schools to check students? immigration status. That provision, which has been temporarily blocked, would allow the Supreme Court to decide if a K-12 education must be provided to illegal immigrants.

Its stature as the strictest in the nation, along with the inevitable comparisons of today?s Hispanics with African-Americans of the 1950s and `60s, makes it a near certainty the law will be a test case for the high court.

?It really offers the Supreme Court a broad canvas to reshape what being an immigrant in the United States means,? said Foster Maer, an attorney with Latino Justice in New York, which is challenging the law.

Alabama was well-suited to be the nation?s civil rights battleground because of its harsh segregation laws, large black population, and the presence of a charismatic young minister named Martin Luther King Jr., who led a boycott of segregated buses in 1955.

Opponents say the new law?s schools provision conjures images of Gov. George Wallace?s stand in the schoolhouse door to block integration.

?Today we have a different stand in the schoolhouse door. We have efforts to intimidate children who have a constitutional right to go to school,? said Richard Cohen, president of the Southern Poverty Law Center.

Although no solid numbers exist, schools have reported fewer Hispanic students attending school, with some saying as much as 10 percent of their Hispanic students have withdrawn since the law took effect a month ago.

In Puss in Boots, the adorable little creature with the deep voice who became a fan favorite in the Shrek films gets to go on his own adventure. A notorious fighter, lover and outlaw, Puss (Antonio Banderas) sets off with the tough and street smart Kitty Softpaws (Salma Hayek) and his childhood best friend Humpty Dumpty (Zach Galifianakis), in search of magic beans to grow a beanstalk that will lead them to the fabled goose that can lay golden eggs. At a press conference for the film, Antonio Banderas and Salma Hayek talked about how lucky and proud they are to be a part of the film, working without a script ahead of time as the story was developed along the way, and how the got the unusual opportunity to do a voice recording session together. Question: When you both first came to this country, you had to struggle to get work. How does it feel to be in a big Hollywood movie like this, where there are two Latino leads?

ANTONIO BANDERAS: When I first came to America, 21 years ago, I did The Mambo Kings, and somebody on the set said to me, ?If you?re gonna stay here, you?re gonna play bad characters. You?re gonna be the bad guy, in movies.? In these 21 years, everything has changed, very much. In a way, it?s a reflection of what is happening in society. There were many generations of Latino people coming to this country, coming from difficult political or social situations in their own countries, and they worked very hard to have their kids go to universities. Well, those kids came out and they are now doctors and architects, or they are on the Supreme Court. That has a reflection in Hollywood. So, we are actually very proud that our characters are Latinos, and I think it?s good for diversity and cultural interaction. This movie is going to be seen by kids, and they don?t judge, in those terms. They?re going to watch the movie and see that the heroes actually have a strong accent, and that is good.

SALMA HAYEK: I just feel very lucky that I have been able to piggyback ride on Antonio?s superstar career. Thank god, he?s doing so well because every time he gets a movie, I get to sneak in it, even if it?s a cameo. I think that?s how things happen. I?m sure somebody else is going to sneak in because of it. It?s a good chain. I?m very proud to be a part of this movie.

Antonio, did you see the potential in Puss in Boots, from the first moment you were offered the character? How do you feel now that the cat is a star, in his own right?

BANDERAS: In the beginning, it was a recurring character. I didn?t know that he was going to have a long career, of 10 years now. The story with the cat has to do with the first choice that we made, providing him with a voice that actually doesn?t match the body and goes exactly in the opposite direction. The cat is not supposed to talk like that. He doesn?t even talk like me. I created a voice for him that?s deeper and bigger. That contrast is the source of comedy because it?s not supposed to be like that. We were in competition with the movie at the Cannes Film Festival in 2004, and suddenly there were 12 eruptions in the movie, of people just laughing. After that, I had a dinner with Jeffrey Katzenberg and he told me the idea of possibly continuing with the character in the Shrek series, and then the possibility of having a movie for him, later on.

Salma, how did you prepare for this sexy character?

HAYEK: I really didn?t prepare, at all. I never even got to see the script. (Director) Chris Miller never showed me the script. I just showed up blind. There were no drawings, or anything. In the beginning, it was just Chris and I, and he would explain it to me. It reminded me of my grandmother, who used to tell me the most amazing tales, and you had to imagine everything. He would walk me through the production design and explain it to me, and then we?d do the scenes, but I really didn?t prepare. I wish I could tell you something method, but no.

How did you explain to your daughter that you are the voice of Kitty Softpaws?

HAYEK: You know, I was worried about that because it?s like telling your child about Santa. She really thinks there are cats there. I thought I had some time, but before I could say anything, my character came on in the previews and she said, ?Oh, my gosh, mommy, that cat sounds just like you!? So, I said, ?Well, actually, it is me.? I had to explain to her that it?s not real. It?s drawings in the computer, and then you talk [for the character]. She was confused for a couple of days, but now she?s so proud of me.

BANDERAS: Ten years ago, my kids were still kids, but now my oldest is 26, and he?s got a rock band in Brooklyn. He just said to me, ?That?s a cool cat, dad.? That was pretty much his comment about it.

Did you guys get the opportunity to record together at all, during this process?

BANDERAS: The technique is basically just to work individually. I?ve done that for almost 10 years now, with Puss in Boots. But, in this particular case, I asked our director, Chris [Miller], to give us the opportunity to work together. So, we did a session, and I actually think some of the stuff we did together made it to the movie. The session was great. We improvised a little bit and just did what we wanted to do. If we would have done that individually, it would have been very difficult for the other person to match what the other did.

HAYEK: It was great. I?m just grateful that I had some training with Chris because it?s my first time doing this. I was scared to be by myself, but I was never by myself. Chris Miller is an amazing director. I really cherished the experience I had with him in this. He trained me with it, so by the time I got to Antonio, we really had the character. I knew who she was and it was very solid, so that helped me. And also, he really pushed me to explore improvisation in comedy. In these two years, I think I?ve gotten so much better because of him. He really encouraged me, and it really helped me, by the time I got to do this session with Antonio.

Salma, are you looking forward to having young kids as fans now, and having them discover your work?

HAYEK: I sure hope so! The ones who discovered me a long time ago, don?t want to go to the movies anymore. I need a new generation, or else I?ll die!

Did either of you get physical at all, during the recording process?

BANDERAS: I do, actually. I get really physical. Sometimes I go off the microphone and they have to pull me back. It?s just so amazing to me, still. I got to this country without even speaking the language, so the fact that they call me for the use of my voice is such a paradox. When I came to America, I said, ?If there?s something I cannot do, it?s going to be an animation movie.? And, here I am. I have a lot of fun. I know that it?s working when I see that they are in the booth laughing, and Chris actually laughed on my take sometimes. We ruined a lot of the best takes because of laughter. It?s almost embarrassing to say this, but it?s just easy and fun. You don?t feel that you are spending as much money as you do when you are working on a traditional movie and everybody is just rushing you because there are 200 people there. You?ve got a machine to record the voices there, and if you want to throw out whatever comes to your mind, you?re allowed to do it. It?s almost like pieces of a puzzle. Then, they take all of that work and these fantastic people on the creative side of the movie put it together in unbelievable ways. Already working in this for 10 years, when Chris showed me the storyboards, I pretty much knew what the final result was going to be. It?s a lot of fun, believe me!

HAYEK: One thing that got really physical with Chris and I was when we were recording one day and the wall came down on us. I?m not kidding! We are alive by a miracle. How it missed both of us, we still don?t understand. The wall broke and landed on the studio floor. I moved right before it fell. I don?t know why I moved, and then it fell. It missed Chris by nothing. So, I was very physical that day. I ran fast!

As a producer on the film, did Guillermo del Toro influence your performance, at all?

BANDERAS: No, because he stayed behind the scenes. He supervised all of the editing, and I suppose, to a certain point, because he?s also Mexican, he checked out how the Latino feeling of the movie was portrayed. But, he visited the recording studio once, and has traveled with us in promotion. With him, you feel secure, in that aspect. You know that the Latino aspect is going to be there.

GOP seeking waiver of environmental laws at border (AP)

WASHINGTON ? Federal agents trying to patrol the U.S.-Mexico border say they're hampered by laws that keep them from driving vehicles on huge swaths of land because it falls under U.S. environmental protection, leaving it to wildlife ? and illegal immigrants and smugglers who can walk through the territory undisturbed.

A growing number of lawmakers are saying such restrictions have turned wilderness areas into highways for criminals. In recent weeks, three congressional panels, including two in the GOP-controlled House and one in the Democratic-controlled Senate, have moved to give the Border Patrol unfettered access to all federally managed lands within 100 miles of the border with Mexico.

Two of the panels expanded the legislation's reach to include the border with Canada.

The votes signal a brewing battle in Congress that will determine whether border agents can disregard environmental protections as they do their job.

Dozens of environmental laws were waived for the building of the border fence, and activists say this is just another conservative attempt to find an excuse to do away with environmental protections.

But agents who have worked along the border say the laws crimp their power to secure the border.

Zack Taylor, a retired Border Patrol agent who lives about nine miles from the Arizona-Mexico border, said smugglers soon learn the areas that agents are least likely to frequent.

"The (smuggling) route stays on public lands from the border to Maricopa County," Taylor said, referring to the state's most populous county. "The smugglers have free rein. It has become a lawless area."

Environmental groups said lawmakers lining up to support the legislation have routinely opposed the Endangered Species Act, the Safe Drinking Water Act and dozens of other laws, and they accused the lawmakers of using illegal immigration as the latest excuse to gut protections.

"For every problem that's out there in society, there's some extremists in Congress who say the solution is, `Well, let's roll back the environmental laws, let's open up the public lands,'" said Paul Spitler, spokesman for the Wilderness Society. "It doesn't comport to reality, but it fits their mindset that it's simply the environmental regulations that are holding back America."

Nearly 40 percent of the land on the U.S.-Mexico border and about a quarter of the land on the U.S.-Canadian border is public land, including Big Bend National Park in Texas and Glacier National Park in Montana. Driving is prohibited on those parts of the land that are designated wilderness areas.

Wildlife officials say vehicle use can be particularly hazardous in the desert. Water gathers in the tire tracks instead of in natural pools and evaporates more quickly, leading to less vegetation and less available food. Some areas, such as Big Bend and the desert farther west, are deadly to traverse in certain months and immigrants and smugglers avoid them.

The wilderness areas also have other restrictions on development. Border patrol agents, for example, must get permission from other federal agencies before maintaining roads and installing surveillance equipment. Federal auditors found it can take months to get that permission.

"What the Border Patrol says they really need down there is not necessarily more manpower or money," said Rep. Rob Bishop, R-Utah, whose bill easing the restrictions passed the House Natural Resources Committee along party lines. "They need more east-west access on those public lands."

Sen. John McCain, R-Ariz., sponsored an amendment that requires the Agriculture and Interior departments to give Border Patrol personnel immediate access to federal lands on the southern border for security activities, including for routine motorized patrols. The amendment passed a Senate committee with the support of five Democrats and eight Republicans.

McCain told colleagues that up to 100 people sit on mountaintops near the border serving as lookouts for smugglers, suggesting that improved law enforcement access on those mountains would deter the lookouts.

"What he says is absolutely true," said Democratic Sen. Mary Landrieu of Louisiana, who visited Arizona with McCain. "For the life of me, I can't understand the hesitancy on the part of Interior or Agriculture to provide access to border security guards."

Rep. Ben Quayle, R-Ariz., sponsored a similar amendment that extends the law to the Canadian border as well, and it passed by a voice vote, which is usually reserved for noncontroversial legislation.

During a House subcommittee hearing in April, Ron Vitiello, deputy chief of the U.S. Customs and Border Patrol, said he had "no complaints" about environmental laws.

But George McCubbin, president of the union that represents about 17,000 Border Patrol agents and support staff, likened current policy to telling city police officers they can't patrol a particular neighborhood.

"If they want to get serious about this problem on the border, they can't be restricting areas we go in," said McCubbin, who works in Casa Grande, Ariz. "Don't let us there and you have nothing but the bad element going through that area."

The Government Accountability Office, Congress' investigative arm, reported that supervisors at 17 of 26 Border Patrol stations along the Mexican border said access to federal lands had been limited because of environmental restrictions. Yet, the vast majority of the agents in charge also said that they were generally able to adjust their patrols without sacrificing effectiveness.

Democratic lawmakers and environmental groups cite the GAO's findings in arguing against giving the Border Patrol authority to operate as it sees fit on federal lands.

"The record is clear. The problem this bill claims to be solving does not exist," said Rep. Raul Grijalva, D-Ariz. "So, if this is not about border security, what is it about? It's about undermining fundamental environmental protections for millions of Americans."

Bishop said federal agents would be better stewards of sensitive lands than illegal immigrants and smugglers.

"What is so ironic is that the environmental degradation is not being done by the Border Patrol," Bishop said. "It's being done by the illegals who are coming across."

Familiar position

Lovie Smith told everyone to calm down after the team?s loss to the Lions on Monday Night Football in Week 5. ?He pointed out that if the team could beat the Vikings and Bucs, they would be 4-3 just like last year at the bye.

Give Smith credit: That?s exactly what happened. ?After a?tumultuous?training camp and start to the season, the Bears are in decent enough shape.

The Bears season has a different feel to it after two strong efforts. They completely destroyed Minnesota, and controlled the action against the Bucs in London.

The Bears have proven capable of beating mediocre competition. They can?t beat the best NFC teams: The Packers, Saints, and Lions all have wins over Chicago.

Forte leads the way

Adrian Peterson is the best running back in the NFL. ?Matt Forte may be the most important to his team. ?Forte leads all players by a wide margin in yards from scrimmage with 1,091. ?He is just off Chris Johnson?s all time yards from scrimmage record pace.

It?s hard to overstate how good Forte is as a receiver. He has a shot to be the first running back since Marshall Faulk to put up over 1,000 rushing yards and 1,000 receiving yards in the same season. It?s no coincidence Mike Martz was involved in both seasons.

Improving passing game

Jay Cutler may have enjoyed the best two game stretch of his Bears career in the loss to the Lions and the win over the Vikings. He is looking more comfortable. His pass protection has improved from absymal to simply lame.

The offense still has to be more consistent after some early ugly outings, but it?s headed in the right direction. It?s 12th in scoring despite the 21 sacks Cutler has taken. The team has a +4 turover margin.

Safety dance

Chris Harris started the season at strong safety; he was released Thursday. Brandon Meriweather was signed for $3.25 million and now sits on the bench. The team is going young with Major Wright and Chris Conte at the position. ?This is a shaky secondary overall.

Average defense

Lovie Smith teams are supposed to be built on defense. At this stage, the Bears have been ordinary stopping opponents. Lance Briggs and Brian Urlacher are still playing at a high level, but they don?t get a lot of help. The defensive line has been decent. Julius Peppers has played at less than 100%.

Chicago?s only chance to make a postseason push is for the defense to improve dramatically.

Angling for a wild card

The Bears are three games back in the NFC North, so their only hope for a playoff spot is a wild card. They are in decent shape with wins over NFC contenders like Atlanta and Tampa Bay.

The next two weeks after the bye are huge. ?The Bears travel to Philadelphia before hosting Detroit. Sweeping those two games would put Chicago in terrific position before an oddly timed four-game tour through the AFC West.

Beyonce Delivers 'Live At Roseland' DVD Next Month

B's four-night stand at Roseland Ballroom arrives on DVD by Thanksgiving.

Back in August, Beyoncé played four hotly hyped, sold-out shows at New York's Roseland Ballroom, the same venue where Radiohead played a two-night stand last month. If you weren't one of the lucky few who snagged a ticket to Beyoncé's celebration of her 4 album, don't worry. The singer will release a new concert DVD, "Live at Roseland," on November 21.

The DVD, which captures the "4 Intimate Nights with Beyoncé" event, will be sold exclusively at Walmart and includes 26 songs from her cabaret show and concert, which took place shortly before she officially announced her pregnancy at the 2011 MTV Video Music Awards. The DVD not only includes a montage of B's finest tunes, both with Destiny's Child and as a solo star, but also features the singer candidly revealing the stories behind the greatest moments in her career.

In addition to a retrospective of hits, Beyoncé also brought things up to date during those string of Roseland concerts, playing her 2011 album, 4, in its entirety.

Jay-Z's favorite lady, who just dropped her video for "Party," will also release, on November 29, a deluxe DVD package, "Live at Roseland: The Elements of 4." The pack will include plenty of extras that Beyoncé fans should go crazy over, including a two-disc DVD featuring the concert, bonus footage, previously unreleased videos, a booklet and a video anthology.

November 21 is shaping up to be a big day for pop fans. Lady Gaga releases her very own concert DVD special that day, in addition to the Born This Way the Remix album. Even better, she'll bundle those two new items with her original Born This Way album for the ultimate Gaga gift, called Born This Way: The Collection.

Murdoch lawyer accused BBC of phone hacking vendetta (Reuters)

LONDON (Reuters) ? A lawyer for Rupert Murdoch's News Group Newspapers earlier this year accused the British Broadcasting Corporation of pursuing an investigation of alleged computer and phone hacking to "undermine" Murdoch's bid to acquire full ownership of satellite broadcaster BSkyB.

Julian Pike of the London law firm Farrer & Co, which also represents Britain's Queen Elizabeth, sent a series of letters last March to the BBC expressing concerns at the British arm of Murdoch's News Corporation that the BBC might have transgressed its commitment to impartiality for commercial or political reasons. The BBC denied this was the case.

The letters, whose full contents have not previously been reported, were sent in response to requests by journalists from the BBC newsmagazine Panorama to News Group for comment regarding alleged phone and computer hacking conducted by journalists for the Sunday tabloid News of the World.

Murdoch shut the paper last July amid a torrent of allegations about alleged ethical and legal lapses by its staff.

The Panorama program, headlined "Tabloid Hacks Exposed" focused on the alleged role of Murdoch journalists in employing "dark arts" - Fleet Street jargon for dubious and potentially illegal reporting tactics - and in particular allegations of "blagging" (jargon for pretending to be someone else) and computer and phone hacking at the News of the World.

Pike laid out News Group's complaints about the BBC's investigation in letters sent to Panorama in early March headed

"NOT FOR PUBLICATION & NOT FOR BROADCAST: STRICTLY PRIVATE & CONFIDENTIAL."

In two letters, dated March 10 and 11, Pike suggested that the BBC might be pursuing the hacking story for business or political reasons rather than for journalistic motives.

Pike said that BBC Director General Mark Thompson had been "required to apologize" in November 2010 for adding his signature to a letter from a group of companies who were critical of News Corp's bid to acquire the balance of shares in BSkyB which it did not already own.

In his March 10 letter, Pike noted that the BBC was planning to broadcast Panorama's investigation at a time when the British government was actively considering Murdoch's bid for BSkyB's remaining shares. He noted that the BBC had an "obligation to avoid embroiling itself in a political and commercial battle that it should have nothing to do with."

BSkyB is a principal competitor with the BBC in Britain.

In a lengthy letter sent to the BBC the following day, Pike said it had "not gone unnoticed" that the BBC, along with "certain other media organizations," had been in "the vanguard of running a campaign against" News Corp regarding alleged News of the World phone hacking. Pike asserted that the BBC had "obvious political and commercial reasons" to use the phone hacking allegations "to attack our clients and undermine New (sic) Corp's Sky bid."

Pike said it was "quite apparent" that the program the BBC was preparing was "yet another attempt to undermine New Corp's bid for Sky" (sic).

In the letter, Pike also accused the BBC of planning to take out of context an investigation by Britain's Information Commissioner's Office which alleged that publications other than the News of the World, including The Observer, a Sunday newspaper which is affiliated with the Guardian daily, had also engaged in questionable or illegal reporting practices.

In response to a request for comment, the BBC told Reuters: "Panorama investigations always come from a point of public interest and operate within the BBC editorial guidelines and Ofcom's code. This program was no different and...details of the phone hacking scandal has been widely reported by numerous media organizations. Any suggestion it was made to further the BBC's own interests is utterly without foundation."

A spokesperson for News International, Murdoch's principal newspaper publishing company in Britain, said the company had no comment on Pike's accusation that the BBC had pursued the phone hacking inquiry for ulterior motives.

However, the spokesperson noted that the company on October 14 had issued a statement acknowledging that its Management and Standards committee, supervising News International's response to the phone hacking controversy, had agreed with Farrer & Co. that the law firm would "stand down" from representing Murdoch's News Group properties in "current or future" lawsuits filed by alleged News of the World phone hacking victims.

At a hearing before a British parliamentary committee which has been investigating phone hacking, Pike acknowledged that in 2008 he became aware of documentary evidence contradicting public statements by Murdoch aides that phone hacking at the News of the World had been the work of a "single rogue reporter."

Pike told the committee he did not believe he had an obligation as a lawyer "to go and report something that I see within a case where there might have been some criminal activity."

In a report on his testimony and other aspects of his letters to the BBC, the Guardian last week reported that Pike had admitted to parliament that he knew public statements by News of the World executives about the rogue reporter were misleading when he sent a letter to the BBC threatening "successful" litigation for defamation if the BBC accused News International executives of knowingly making untrue or misleading public statements.

The Guardian also reported that the BBC had referred Farrer & Co to a disciplinary authority for British lawyers because of this aspect of Pike's letter.

The BBC confirmed that it had "written to the Solicitors Regulation Authority. seeking advice in relation to their rules governing the conduct of solicitors."

In Britain, solicitors are lawyers who handle most out of court and pre-trial litigation, while barristers are lawyers who handle trials and appeal proceedings in higher courts.

Pike did not respond to an e-mail requesting comment. But a representative of Farrer & Co. disputed the Guardian's interpretation of Pike's letter and what Pike had said to Parliament. The firm had no further comment on its accusation that the BBC had acted for commercial or political motives.

The Solicitors Regulation Authority said that in July, it had launched a "formal investigation into the role of solicitors in events surrounding the News of the World phone hacking crisis," and that it could make no further comment while that inquiry was under way.

Using highly potent antibodies isolated from HIV-positive people, researchers have recently begun to identify ways to broadly neutralize the many possible subtypes of HIV. Now, a team led by biologists at the California Institute of Technology (Caltech) has built upon one of these naturally occurring antibodies to create a stronger version they believe is a better candidate for clinical applications.

Current advances in isolating antibodies from HIV-infected individuals have allowed for the discovery of a large number of new, broadly neutralizing anti-HIV antibodies directed against the host receptor (CD4) binding site?a functional site on the surface of the virus that allows for cell entry and infection. Using a technique known as structure-based rational design, the team modified one already-known and particularly potent antibody?NIH45-46?so that it can target the binding site in a different and more powerful way. A study outlining their process was published in the October 27 issue of Science Express.

"NIH45-46 was already one of the most broad and potent of the known anti-HIV antibodies," says Pamela Bjorkman, Max Delbr?ck Professor of Biology at Caltech and senior author on the study. "Our new antibody is now arguably the best of the currently available, broadly neutralizing anti-HIV antibodies."

By conducting structural studies, the researchers were able to identify how NIH45-46 interacted with gp120?a protein on the surface of the virus that's required for the successful entry of HIV into cells?to neutralize the virus. Using this information, they were able to create a new antibody (dubbed NIH45-46G54W) that is better able to grab onto and interfere with gp120. This improves the antibody's breadth?or extent to which it effectively targets many subtypes of HIV?and potency by an order of magnitude, according to Ron Diskin, a postdoctoral scholar in Bjorkman's lab at Caltech and the paper's lead author.

"Not only did we design an improved version of NIH45-46, our structural data are calling into question previous assumptions about how to make a vaccine in order to elicit such antibodies," says Diskin. "We hope that these observations will help to guide and improve future immunogen design."

By improving the efficacy of antibodies that can neutralize HIV, the researchers point to the possibility of clinical testing for NIH45-46G54W and other antibodies as therapeutic agents. It's also plausible that understanding effective neutralization by powerful antibodies may be useful in vaccine development.

"The results uncover the structural underpinnings of anti-HIV antibody breadth and potency, offer a new view of neutralization by CD4-binding site anti-HIV antibodies, and establish principles that may enable the creation of a new group of HIV therapeutics," says Bjorkman, who is also a Howard Hughes Medical Institute investigator.

NOAA researchers offer a novel explanation for why a type of Antarctic killer whale performs a rapid migration to warmer tropical waters in a paper published this month in the science journal Biology Letters. One tagged Antarctic killer whale monitored by satellite traveled over 5,000 miles to visit the warm waters off southern Brazil before returning immediately to Antarctica just 42 days later. This was the first long distance migration ever reported for killer whales.

"The whales are traveling so quickly, and in such a consistent track, that it is unlikely they are foraging for food or giving birth," said John Durban, lead author from NOAA's Southwest Fisheries Science Center in La Jolla, California. "We believe these movements are likely undertaken to help the whales regenerate skin tissue in a warmer environment with less heat loss."

As evidence, the researchers point to the yellowish coating on Antarctic killer whales caused by a thick accumulation of diatoms or algae on the outer skin of the animals. The coloring is noticeably absent when they return from warmer waters indicating the upper epidermis of the skin has been shed.

The scientists tagged 12 Type B killer whales (seal-feeding specialists) near the Antarctic Peninsula and tracked 5 that revealed consistent movement to sub-tropical waters. The whales tended to slow in the warmest waters although there was no obvious interruption in swim speed or direction to indicate calving or prolonged feeding.

"They went to the edge of the tropics at high speed, turned around and came straight back to Antarctica, at the onset of winter", said Robert Pitman, co-author of the study. "The standard feeding or breeding migration does not seem to apply here".

French first lady takes new baby girl home (AP)

PARIS ? Carla Bruni-Sarkozy is heading home with her newborn girl Giulia, the first baby born to a sitting French president.

Bruni-Sarkozy left a Paris clinic Sunday with her daughter and bodyguards, after giving birth Wednesday.

President Nicolas Sarkozy said he and his wife felt a "very profound happiness" over the birth of their first child together. He has three sons from his two previous marriages. She has one son from a previous relationship.

Sarkozy is expected to seek a second term in elections in six months.

When the first lady gave birth, Sarkozy was in Frankfurt for an emergency meeting with German Chancellor Angela Merkel, trying to solve the deepening European debt crisis.

Sarkozy is in Brussels all day Sunday for a summit of European Union leaders.

'Survivor' fan favorite to run for Ind. governor (AP)

INDIANAPOLIS ? Rupert Boneham won over TV viewers during 2004's "Survivor: All-Stars" ? earning a nifty $1 million as the overwhelming choice for fan favorite. Now the bushy-bearded, tie-dye-wearing Boneham is hoping Indiana voters will find him just as charming.

Boneham, 47, announced Saturday that he's seeking the Libertarian Party nomination for Indiana governor, saying he wants to take on the state's political establishment because he feels voters deserve better.

At a news conference in Indianapolis, Boneham said he's the best candidate to replace Republican Gov. Mitch Daniels, who has reached his term limit and can't run next year, because he's "not beholden to any special interests."

In prepared statements circulated later by his campaign, Boneham said he wants to run as the Libertarian candidate because he thinks Indiana voters deserve an alternative to "the dysfunctional state of our current government."

"I have only one interest: Empowering Hoosiers to give back to their communities. If the government puts up roadblocks, then they should be repealed," Boneham said.

"Hoosiers have consistently voted in professional politicians and look at the results. Hoosiers should have a different choice in 2012," he said in the news release.

Boneham, who's known for wearing tie-dyed shirts, won $1 million when he was voted fan favorite in 2004's "Survivor: All-Stars." He donated a portion of his winnings to his Indianapolis-based charity, Rupert's Kids, which provides mentoring and job-training to at-risk youths.

Boneham formed an exploratory committee in August for a possible gubernatorial bid and said he wanted to gauge public support to see if they're ready to elect him.

Among the candidates who are seeking to replace Daniels, GOP Rep. Mike Pence and former Democratic Indiana House Speaker John Gregg are the early favorites.

Sam Goldstein, the state chair of the Libertarian Party of Indiana, said he's "very excited" about Boneham's announcement.

"His nomination would be a great asset to the party and I look forward to working with him and his campaign team should he win the nomination at our convention next spring," Goldstein said in a statement.

The party, which will hold its convention April 14, said Boneham has been a supporter and a member of the Libertarian Party for nearly a year.

China's Wen says jobs a priority despite economic headwinds (Reuters)

BEIJING (Reuters) ? China will make job creation a more urgent priority in the face of slowed economic growth and weakened exports, Premier Wen Jibao said in comments published on Sunday, also warning that efforts to tame housing prices were at a critical point.

While visiting the southern region of Guangxi, Wen took on the issues that have raised worries about the direction of the world's second biggest economy: inflation, housing costs, weakened demand from rich economies, and the pressure to secure jobs for millions of university students and rural migrants.

"Currently, economic growth is slowing and external demand is falling, and we should make employment even more of a priority in economic and social development, doing our utmost to expand employment," Wen told officials in Guangxi, a poorer region next to export-driven Guangdong province, the official People's Daily reported.

Those efforts would include "ensuring an appropriate rate of economic growth" and supporting labor-intensive industries, small businesses and private firms, he said.

Wen's published comments did not mention the yuan exchange rate, which Beijing policymakers fear could stifle export-dependent jobs if they succumb to U.S. pressure to let the currency appreciate much more quickly.

But the Chinese premier made clear that jobs and social stability are dominant concerns.

People's livelihoods should assume a more important role in setting macroeconomic policy because such needs affect "social harmony and stability," said Wen, who visited Guangxi on Friday and Saturday.

RIGHT BALANCE

Wen's government faces a tricky test in striking the right balance between maintaining growth and containing inflation.

China's economic expansion slowed to 9.1 percent from a year earlier in the third quarter, its weakest pace in more than two years as euro-debt strains and a sluggish U.S. economy took a toll.

In September, consumer inflation dipped to 6.1 percent, retreating from three-year highs, but stubborn food price pressures remain a worry for policymakers.

"To rein in prices, we must first properly deal with food prices," Wen told officials.

The price of pork, a key meat for many Chinese people, was leveling off, but winter could add new pressures, he added.

"With the arrival of winter, consumption (of pork) will increase," he said. He urged officials to boost production by ensuring that incentives reach pig breeders and feed prices are kept stable. Corn processing projects should also be restricted to counter rising prices for that grain, Wen said.

His government must also deal with relentless pressure to find jobs.

China has 242 million rural residents who work off the farm, and 153 million of them are migrants working outside their home towns. They are joined by millions more migrants every year, hunting for work in factories and on building sites. As well, more than six million college and university graduates entered the workforce this year.

Wen also said another plank of the government's efforts to contain price rises -- containing housing costs -- was at a crucial stage.

Housing prices in China have climbed to record highs, although annual property inflation eased to a low of 3.5 percent in September as Beijing's campaign to cool the market made inroads.

"All levels of government must take effective measures to consolidate the fruits of (housing price) controls," he said. Those efforts should include ensuring the government's goals to expand affordable, state-backed housing are met, Wen said.

As of August, China had built 8.68 million units of homes for rental or sale to poorer families this year, putting it on track to fulfill its full-year goal of 10 million homes.

But echoing a widespread complaint among officials, one Guangxi official told Wen of a shortfall in financing for the affordable homes, according to the media accounts.

The premier did not hint at any backing down from affordable home targets, but indicated that commercial developers might get easier access to land for cheaper projects.

"On the one hand, we must get a grip on affordable housing construction," he said. "On the other hand, we must also increase land provision for ordinary commercial housing."

Experts weigh the heavy impact words have when creating policies for better health

There is a need for media and policymakers to more responsibly address weight-related health issues, the experts said, and remove the verbal barriers that are getting in the way of a more informed, responsible conversation.

Sprint eliminates some unlimited data plans for current subscribers (Digital Trends)

Unlimited 4G data is no more. Yesterday, Sprint announced some new data plan changes for most , if not all, data plans outside of smartphones. Users of tablets, netbooks, Mobile hotspots, and USB wireless cards will no longer have unlimited 4G data. Rates will not increase, but those who pay for 3GB, 5GB or 10GB of 3G data will no longer have unlimited 4G data as well. The usage of data on both networks will be combined, with overages of $0.05 per MB.?Sprint maintains that smartphone users still have unlimited 3G and 4G coverage, but those with a mobile hotspot add-on will now be limited to 5GB of data on their hotspot.?

While it?s admirable that Sprint is choosing to stick with unlimited plans for consumers, these changes don?t give us much confidence that the carrier will stick by its pledge. Worse, usually when carriers implement a rate change like this, current users are ?grandfathered? in to their previous plan and the changes only affect new users. Sprint has broken this unsaid rule, applying the new limits and pricing structure to all current users come November.?

Things just keep getting worse for data users. Sprint remains a top option, but who knows what changes will come in December or January.?

Piecing together the priceless 'Cairo Genizah'

ScienceDaily (Oct. 18, 2011) ? A well-known collection of historical texts, the Cairo Genizah is one of the most valuable sources of primary documents for medieval historians and religious scholars. The 350,000 fragments found in the Genizah include not only religious texts, but also social and commercial documents, dating from the 9th to 19th century. But the collection is scattered among 70 institutions worldwide, including libraries in Cambridge, Jerusalem, and New York City, and scholars are hampered by both the wide dispersal of the collection as well as their fragmentary condition.

Now researchers at Tel Aviv University are working to piece together this illuminating collection, bringing the pages of the texts back together for the first time in centuries. The results are being made available to scholars around the world through a website. Profs. Lior Wolf and Nachum Dershowitz of TAU's Blavatnik School of Computer Science have developed sophisticated software, based on facial recognition technology, that can identify digitized Genizah fragments thought to be a part of the same work and make editorial "joins."

Their technology was developed in close collaboration with the Friedberg Genizah Project, a non-profit organization that seeks to facilitate Genizah research by tracking, cataloguing, and digitizing all the fragments of this collection. The research was presented at the 2011 IEEE International Conference on Computer Vision.

Restoring history

Under Jewish law, religious texts cannot simply be thrown away once they're "worn out" from overuse. While many texts were buried, many synagogues also operated genizahs, or storerooms, to store disused holy texts, usually until burial. But the Cairo Genizah, originally located in the loft of the ancient Ben Ezra Synagogue and discovered in the late 19th century, contains more than decrepit prayer books.

The genizah in Cairo became a place to dispose of texts that were not just religious in origin, explains Prof. Wolf, such as merchant's lists, divorce documents and personal letters, spanning hundreds of years. It is the largest and most diverse collection of medieval manuscripts ever discovered. For this reason, he notes, the Genizah is an invaluable resource not just for Jewish studies, but also for the socioeconomic conditions of Middle Eastern life.

In conjunction with the Friedberg Genizah Project, which has received permission to digitize most of the fragments of the Genizah collection worldwide, Profs. Wolf and Dershowitz are working to put the pieces back together -- no easy task, given the dispersal of fragments around the globe. Whereas scholars concentrate primarily on content, the software looks at features of the writing itself, since it cannot read what is written. Using computer vision and image processing tools developed at TAU, the software analyzes fragments based on parameters such as the handwriting, the physical properties of the page and the spacing between lines of writing. The program scans digitized fragments for "matches," and joins them together in a kind of digital loose-leaf binder. "Its big advantage is that it doesn't tire after examining thousands of fragments," Prof. Dershowitz says. A scholar must then review and verify the computer-proposed "joins."

So far, Prof. Wolf says, the researchers have had a great deal of success. Within a few months, they made some 1,000 confirmed "joins," almost as many as were made in 100 years of Cairo Genizah scholarship. One exciting find, he notes, was the identification of pages from a work by Saadia Gaon, a prominent rabbi and philosopher from the 10th century. "All extant specimens of his work were thought to have been already discovered," he explains.

Tackling the Dead Sea Scrolls

Their work on the Cairo Genizah has extensive implications for scholars, who will have access to complete digital documents from the collection for the first time. Digital reconstructions will be publically available through the Friedberg Genizah Project Web site, a non-profit venture.

But Profs. Wolf and Dershowitz don't plan to stop with Cairo. They recently began to apply their technology to the reconstruction of the Dead Sea Scrolls in a project spearheaded by the Internet giant Google. "It's a more complicated challenge. The fragments are for the most part much smaller, and many of the texts are very unique," explains Prof. Wolf. "These texts shed light on the beginnings of Christianity."
